Senior Principal

Mr. Rick German is a Senior Principal at DCS and has more than 30 years of domestic and international consulting and construction experience in the fields of mining and tailings management, field and offshore exploration, dredging, marine construction, pipeline construction, ship building and repair, hazardous waste management, real estate audits, industrial decommissioning and site remediation.

He has technical expertise in the identification and classification of site contamination; the development and implementation of site cleanup and environmental management programs including conventional and in situ technologies; the application of risk assessment modeling to the development of effective cleanup targets for industrial and commercial sites; the definition of environmental liabilities and in the siting, design and cleanup of hazardous and industrial waste management facilities.

Environmental management projects directed by Mr. German to reduce site remediation costs include:

  • during acquisition of 126 ha of industrial portlands by the City of Toronto Economic Development Corporation (TEDCO), reduced cleanup requirements from $200 to $30 million;
  • application of health and environmental risk assessment to establish effective cleanup criteria at a coal tar-contaminated school property;
  • risk assessment to set cleanup limits for chlorinated organics and metals prior to redevelopment of a Transit garage; and
  • risk assessment to reduce soil cleanup requirements at a food processing plant and a former coal tar distillation site and a 25 ha port property containing an oil refinery, fuel shipping terminal, incineration and power station ash burial areas, and snowmelt and wood composting facilities to permit affordable redevelopment.

Furthermore, he has directed assessment and site cleanup work for groundwater remediation projects, including:

  • groundwater recovery and treatment of chlorinated organics from a former bus repair garage; heating oil recovery and treatment of a 1.2 hectare railway property;
  • in situ flushing and biotreatment of floating oil at a former transit maintenance facility; and
  • and groundwater recovery and cleanup of solvents and heavy fuels for a flexible packaging manufacturing plant.
